My teenage son’s phone

I have been having the hardest time with my teenage son, and knowing what to do for him and his time on the phone. He wants to spend all of his time talking on the phone, but every time he does, he ends up going over the amount of minutes that I have on our monthly plan. I have tried telling him not to, and punishing him, but it has not worked. I think the only thing I can do now is get him on of those Prepaid Cell Phone Refill and keep refilling it for him every month with how many minutes he can have.
